A vital element in keeping the peace is our military establishment. Our arms must be mighty, ready for instant action, so that no potential aggressor may be tempted to risk his own destruction.

Our military organization today bears little relation to that known by any of my predecessors in peace time, or indeed by the fighting men of World War II or Korea.

Until the latest of our world conflicts, the United States had no armaments industry. American makers of plowshares could, with time and as required, make swords as well. But now we can no longer risk emergency improvisation of national defense; we have been compelled to create a permanent armaments industry of vast proportions. Added to this, three and a half million men and women are directly engaged in the defense establishment. We annually spend on military security more than the net income of all United States corporations.

This conjunction of an immense military establishment and a large arms industry is new in the American experience. The total influence-economic, political, even spiritual-is felt in every city, every state house, every office of the Federal government. We recognize the imperative need for this development. Yet we must not fail to comprehend its grave implications. Our toil, resources and livelihood are all involved; so is the very structure of our society.

In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex. The potential for the disastrous rise of misplaced power exists and will persist.

We must never let the weight of this combination endanger our liberties or democratic processes. We should take nothing for granted only an alert and knowledgeable citizenry can compel the proper meshing of huge industrial and military machinery of defense with our peaceful methods and goals, so that security and liberty may prosper together.

Akin to, and largely responsible for the sweeping changes in our industrial-military posture, has been the technological revolution during recent decades.

In this revolution, research has become central; it also becomes more formalized, complex, and costly. A steadily increasing share is conducted for, by, or at the direction of, the Federal government.

Today, the solitary inventor, tinkering in his shop, has been over shadowed by task forces of scientists in laboratories and testing fields. In the same fashion, the free university, historically the fountainhead of free ideas and scientific discovery, has experienced a revolution in the conduct of research. Partly because of the huge costs involved, a government contract becomes virtually a substitute for intellectual curiosity. For every old blackboard there are now hundreds of new electronic computers.

The prospect of domination of the nation's scholars by Federal employment, project allocations, and the power of money is ever present and is gravely to be regarded.

Yet, in holding scientific research and discovery in respect, as we should, we must also be alert to the equal and opposite danger that public policy could itself become the captive of a scientific-technological elite.

It is the task of statesmanship to mold, to balance, and to integrate these and other forces, new and old, within the principles of our democratic system-ever aiming toward the supreme goals of our free society.

BUSH stated that he wanted to be kept confidential but wanted to furnish hearsay that he recalled hearing in recent weaks, the day and source unknown. He stated that one JAMES PARROTT has been talking of killing the President when he comes to Houston.

BUSH stated that PARROTT is possibly a student at the University of Houston and is active in political matters in this area. He stated that he felt Mrs. FAWLEY, telephone number SU 2-5239, or ARLINE SMITH, telephone number JA 9-9194 of the Harris County Republican Party Headquarters would be able to furnish additional information regarding the identity of PARROTT.

BUSH stated that he was proceeding to Dallas, Texas, would remain in the Sheraton-Dallas Hotel and return to his residence on 11-23-63. His office telephone number is CA 2-0395.

CIA helped Bush Senior in Oil Venture

Russ Baker & Jonathan Z. Larsen - Newly released internal CIA documents assert that former president George Herbert Walker Bush's oil company emerged from a 1950's collaboration with a covert CIA officer.

Bush has long denied allegations that he had connections to the intelligence community prior to 1976, when he became Central Intelligence Agency director under President Gerald Ford. At the time, he described his appointment as a 'real shocker.'

But the freshly uncovered memos contend that Bush maintained a close personal and business relationship for decades with a CIA staff employee who, according to those CIA documents, was instrumental in the establishment of Bush's oil venture, Zapata, in the early 1950s, and who would later accompany Bush to Vietnam as a “cleared and witting commercial asset” of the agency.
According to a CIA internal memo dated November 29, 1975, Bush's original oil company, Zapata Petroleum, began in 1953 through joint efforts with Thomas J. Devine, a CIA staffer who had resigned his agency position that same year to go into private business. The '75 memo describes Devine as an “oil wild-catting associate of Mr. Bush.” The memo is attached to an earlier memo written in 1968, which lays out how Devine resumed work for the secret agency under commercial cover beginning in 1963.

“Their joint activities culminated in the establishment of Zapata Oil,” the memo reads. In fact, early Zapata corporate filings do not seem to reflect Devine's role in the company, suggesting that it may have been covert. Yet other documents do show Thomas Devine on the board of an affiliated Bush company, Zapata Offshore, in January, 1965, more than a year after he had resumed work for the spy agency. The Men Who Killed Kennedy is a video documentary series by Nigel Turner that originally aired in 1988 in England with two one-hour segments about the John F. Kennedy assassination. The United States corporation, Arts & Entertainment Company, purchased the rights to the original two segments. Three one-hour segments were added in 1991. A sixth segment was added in 1995. Finally, three additional hourly segments were added by the History Channel in November 2003. The ninth segment, titled "The Guilty Men", directly implicated Lyndon B. Johnson. Within days, Johnson's widow, Lady Bird Johnson, more of his surviving associates, ex-President Jimmy Carter, and the lone, living Warren Commission commissioner and ex-President Gerald R. Ford immediately complained to the History Channel. They subsequently threatened legal action against Arts & Entertainment Company, owner of the History Channel. "The Guilty Men" segment was completely withdrawn by the History Channel. Also during the series, French prisoner Christian David named Lucien Sarti as one of three French criminals hired to carry out the assassination of Kennedy, when he was interviewed by author Anthony Summers. This claim is one of the most strongly investigated theories presented on the show.

This publication is a rapid action revision . The
portions affected by this rapid action revision are listed in the
summary of change.

Summary.

This regulation provides guidance for establishing and managing
civilian inmate labor programs on Army installations. It provides
guidance on establishing prison camps on Army installations . It
addresses record keeping and reporting incidents related to the
Civilian Inmate Labor Program and/or prison camp administration.

Applicability.

This regulation applies to the Active Army , the Army National
Guard of the United States, and the U.S. Army Reserve unless otherwise
stated. During mobilization, the Assistant Chief of Staff for
Installation Management may modify chapters and policies contained in
this regulation.

1–5. Civilian inmate labor programs

a. Civilian inmate labor programs benefit both the Army and
corrections systems by—

(1) Providing a source of labor at no direct labor cost to Army
installations to accomplish tasks that would not be possible
otherwise due to the manning and funding constraints under which
the Army operates.

(2) Providing meaningful work for inmates and, in some cases,
additional space to alleviate overcrowding in nearby corrections
facilities.

(3) Making cost–effective use of buildings and land not
otherwise being used.

b. Except for the 3 exceptions listed in paragraph 2–1d below,
installation civilian inmate labor programs may use civilian
inmate labor only from Federal corrections facilities located
either off or on the installation.

c. Keys to operating an effective civilian inmate labor program
on Army installations include—

(1) Establishing a comprehensive lease agreement, interservice,
interagency, and/or interdepartmental support agreement (ISA),
and/or memoranda of agreement with the corrections facility.

(2) Developing a cooperative working relationship between
installation personnel and corrections facility personnel.

(3) Working closely with installation government employee labor
unions to ensure union leaders understand the program and have
current information on program status.

(4) Training all installation personnel involved in the
operation or administration of the program frequently.

(5) Developing a public affairs plan informing the installation
and the surrounding local community of the program and work
projects assigned to civilian inmate labor.
